Hello, my name is Cesar . My animal id is #19019. I am a male black dog at the Brooklyn Animal Care Center. The shelter thinks I am about 3 years old.
I came into the shelter as a owner surrender on 23-Jan-2018, with the surrender reason stated as person health – debilitating injuries.
Cesar is at risk due to behavior, New Hope Only determination. Cesar has a low threshold for arousal resulting in leash biting and nipping. There are no medical concerns for Cesar at this time.

Basic Information:: Cesar is a 3 year old, medium mixed breed male who was not neutered prior to coming to the shelter. He has no known health issues or injuries and has not seen a vet recently. He was born in the home and has been in that home since. He was an owner surrender due to the owner not being able to care for Cesar due to personal issues.
Previously lived with:: In home with owner, dog and cat
How is this dog around strangers?: Cesar has been friendly towards strangers. As of the past 5 months, due to lack of exercise outside, he has become very high energy inside and will jump on guests when they enter. Due to his size he can come off as frightening but he has never bitten or snapped at anyone.
How is this dog around children?: Cesar has lived with and spent time around children and has been playful and relaxed around them.
How is this dog around other dogs?: Cesar has lived with a small dog and was playful and relaxed around him.
How is this dog around cats?: Cesar has lived with a cat and was respectful and relaxed around her.
Resource guarding:: Cesar has no resource guarding reported by his owner. He will drop an object in his mouth when asked to.
Bite history:: Cesar has no bite history.
Housetrained:: Yes
Energy level/descriptors:: High
Other Notes:: Cesar will get down off the furniture when asked to and is not bothered if he is disturbed while sleeping. His owner has been able to bathe and groom him but she has not trimmed his nails.

For a New Family to Know: Cesar is described as being friendly, playful and pushy. He would do best in a home with a yard or someone who can exercise him daily. He likes to follow his family around when they are home and be in the same room as them. He likes to play with toy balls, stuffed and squeaky toys and chew bones. He has been an indoor dog, sleeps on a dog pillow next to the son, and eats both wet and dry food. He is house trained to go outside on any surface, and knows the commands sit, come, down, stay, no and drop it. He walks on leash for exercise and does pull hard.

Summary:: Cesar is difficult to remove from the kennel, jumping and mouthing at the leash with moderate pressure. He has also allowed minimal handling from his caretakers. Out of concern for his stress levels and his response to restraint, we feel Cesar is not a great candidate for a handling assessment at this time.
Summary (1):: According to Cesar’s has lived with a small dog and was playful and relaxed around him. 1/24: Due to Cesar low threshold of arousal and his constant redirection on the handlers, he did not greet the female helper dog off leash.

IN SHELTER OBSERVATIONS:: 1/24-Today Cesar was difficult to manage as he displays a low threshold for arousal. Any attempts to handle Cesar result in sole focus on, nipping, leash-chewing/tugging and thrashing of the ropes. During Playgroup, 2 behavior members had to leash him, to return him to his kennel.

Recommendations comments:: New Hope partner: Ceasar has not acclimated well to the kennel environment and has allowed only minimal handling since intake. We recommend placement with a New Hope partner who can provide any necessary behavior modification (force-free, positive reinforcement-based) and re-evaluate behavior in a stable home environment before placement into a permanent home.
