Toffee came into the care center as a stray, so we cannot speak to her behavior in her previous home. She has been uncomfortable with interaction in the care center, tolerating only minimal handling. She snapped at the Assessor on the first SAFER item, so additional handling was skipped. She did not engage with the toy. When off leash with oher dogs, Toffee actively avoids any approach. Due to Toffee’s discomfort with all handling, avoidance of interaction, and unknown behavioral history, we recommend placement with a New Hope partner who can provide any needed reward-based behavior modification and counterconditioning/
